摘　　要：当前,采购和建设项目风险、收支风险、债务风险是公立医院的主要经济风险。对此,医院层面应形成议事决策、决策风险评估、财会监督、内部控制与审计监督、大数据风险防控“五位一体”的经济运行风险防控体系,由综合部门牵头,完善风险防控协同机制,加强对重点业务领域的风险防控;政府层面应强化组织领导和监督指导,构建公立医院经济运行风险预警监测与评估指标体系,对公立医院经济运行风险进行监测和评价,保障公立医院高质量发展。At present,the main economic risks of public hospitals are characterized by procurement and construction project risk,revenue and expenditure risk,and debt risk.In this regard,the hospitals should form a"five-in-one"economic operation risk prevention and control system including deliberative decision-making,decision-making risk assessment,financial and accounting supervision,internal control and audit supervision,and big data risk prevention and control,which is led by the comprehensive department and establish a risk prevention and control mechanism to strengthen the prevention and control of risks in key business areas.The government should strengthen the organization,leadership,supervision and guidance,and construct an early warning monitoring and evaluation index system for the economic operation of public hospitals to monitor and evaluate the economic operation risks of public hospitals,so as to ensure high-quality development of public hospitals.
