供需视角下城市公共文化设施空间可达性分析——以济南市历下区为例

摘　　要：供需视角下城市公共文化设施可达性研究有助于提高公共文化资源配置的公平性。文章以济南市历下区公共文化设施为研究对象,依据其分布特征分析和可达性空间格局,阐述现状公共文化设施的供需匹配模式,并提出提升公共文化设施可达性的优化策略。结果表明:历下区社区级公共文化设施可达性呈“西高东低”的空间分布特征,社区级以上公共文化设施可达性呈现以设施为中心的“极化”分布特征,区内整体公共文化设施可达性差异显著;公共文化设施可达性呈现明显的空间集聚特征,公共文化设施供给与居民需求呈整体平衡和局部失衡的现象,可通过适度增量、盘活存量、精准供给等措施完善公共文化设施服务体系。Research on the accessibility of urban public cultural facilities from the supply-demand perspective contributes to improving the equity of public cultural resource allocation.This study focuses on the public cultural facilities in Lixia District of Jinan city,analyzing the spatial accessibility patterns based on its distribution characteristics,and elucidating the current supply-demand matching modle of these facilities.The results show that the accessibility of community-level public cultural facilities in Lixia District presents a“high in the west and low in the east”spatial distribution,while facilities above the community level display a“polarized”distribution centered around individual facilities.Significant differences in the overall accessibility exist within the district,highlighting the urgent need to eliminate accessibility blind spots.Public cultural facility accessibility demonstrates clear spatial agglomeration characteristics,with high-value agglomeration in the west transitioning to low-value agglomeration in the east.Although supply and resident demand for public cultural facilities are generally balanced,localized persist.To enhance the service system of public cultural facilities,this study proposes measures such as moderate capacity expansion,revitalizing the existing resources,and implementing precise supply to address these disparities effectively.
