打造社区“契约化”共建协商平台的探索与创新——以绍兴市越城区府山街道为例

摘　　要：绍兴市越城区府山街道党建引领下社区“契约化”共建的过程,也是“契约化”协商平台探索创新的过程。越城区府山街道打造社区“契约化”共建协商平台的实践探索成效显著,依托民主协商,“契约化”共建工作更加多元化、更加常态化、更加接地气,社区“契约化”共建成为推进基层善治的重要抓手,社区“契约化”共建资源得到更有效的发掘和利用。越城区府山街道打造社区“契约化”共建协商平台的创新性探索给予新时代基层治理诸多宝贵启示:规范的协商民主运行机制,有利于提升“契约化”共建工作成效;坚持党建统领,是成功打造“契约化”共建协商平台的关键;应注重夯实“契约化”共建协商平台构建中干部和群众的信任基础;应注重培育基于“契约化”共建协商平台的基层工作胜势;创新是深化和拓展社区“契约化”共建协商平台建设的灵魂。The process of community“contractualization”co-construction under the leadership of the party building of Fushan Street,Yuecheng District,is also the process of exploration and innovation of the“contractual”consultation platform.Relying on democratic consultation,the“contractual”co-construction work is more diversified,more normalized,and more grounded,and the“contractual”co-construction has become an important starting point for promoting good governance at the grassroots level,and the“contractual”co-construction resources have been more effectively explored and utilized.The innovative exploration of building a community“contractual”co-construction consultation platform in Fushan Street,Yuecheng District has given us many valuable inspirations:the standardized operation mechanism of consultative democracy is conducive to improving the effectiveness of“contractual”co-construction;adhering to the leadership of party building is the key to successfully building a“contractual”co-construction and consultation platform;pay attention to consolidating the“contractual”co-construction and consultation platform,and build cadres and the masses.
