摘　　要：选择甘肃祁连山国家级自然保护区为研究区,为了探讨该保护区管理上存在的问题,根据自然保护联盟世界保护区委员会(IUCN-WCPA)提出的自然保护区管理有效性评估框架,对甘肃祁连山国家级自然保护区管理有效性进行了评价.通过实地考察和问卷调查的方法,收集了背景、规划、投入、过程、产出和结果5个方面的管理信息,对不同的指标进行分级打分.甘肃祁连山国家级自然保护区管理有效性评价的总得分为69.6分,总体来看,甘肃祁连山国家级保护区的管理水平处于合格状态.从分指标上看,有6项没有达到要求,由此发现了管理存在的不足.针对存在的问题,我们提出了对策.研究的根本目的在于提高甘肃祁连山国家级自然保护区的管理水平.Gansu Qilianshan National Nature Reserve(QNNR)is selected as our study area.In order to find the key problems of management for the reserve,we evaluate the management effectiveness of the reserve based on the framework proposed by World Commission on Protected Areas(WCPA),including five parts,that is,background,planning,input,process,output and outcome.Detailed management information was collected through field investigation and questionnaire survey.Results shows the total score given assessment indexes for QNNR is 69.6,indicating that the management is at a qualified level overall.From individual assessment index,we find six indexes fail to reach expected standards.In this way,we find out the disadvantages existed in management and put forward countermeasures for improving the management level.
