整体性治理视域下智慧养老服务供给逻辑与路径优化

摘　　要：智慧养老服务是数字化时代技术迭代更新、居民养老需求多样性和服务供给多元化等多种因素共同驱动的结果。依托“数据驱动”“平台赋能”“技术扩散”等优势,智慧养老重塑服务供给内部结构、业务流程和主体间关系,不断提升养老服务效率,增强养老服务供给的精准化、智能化、个性化。当然,智慧养老服务作为科技与民生领域的一项新生事物,也面临着来自老年人经济资源禀赋不足、政府供给网络建设滞后、企业技术服务效能低下等多重挑战与考验。整体性治理理论倡导协调、整合、信任的运行机制,坚持公众需求和结果导向,以及运用信息技术手段解决公共服务裂解性等方面的理论品质与政策倾向,有机契合智慧养老服务供给在消解零碎化、分散化等方面的实践要求。基于整体性治理分析视角,聚焦于新时代养老服务的高质量供给逻辑,应从制度建设、资源整合、技术支持、环境营造、生态架构等方面立体化、系统性推进智慧养老服务供给体系建设。Smart elderly care services are driven by multiple factors,including the technological itera-tion and updates in the digital era,a variety of elderly care needs,and the diversification of service supply.By utilizing the advantages of modern technologies,including“data-driven approaches”,“plat-form empowerment”and the“diffusion of technology”,smart elderly care services are reshaping the internal structure of service provision,business processes,and relationships among subjects.This con-tinually enhances service efficiency while improving the precision,intelligence,and personalization of elderly care services.However,as a new phenomenon blending technology with people’s livelihoods,smart elderly care also faces significant challenges,such as the insufficient economic resources of the elderly,the slowness in the construction of government service networks,and inefficiencies in enter-prise technology services.Holistic governance theory,featuring unique theoretical attributes and policy orientations,advocates for a mechanism based on coordination,integration,and trust,emphasizing citizen demand,result-oriented approaches,and the use of information technology to address fragmen-tation in public services.This aligns well with the practical requirements of smart elderly care servic-es in overcoming fragmentation and decentralization.Based on the analytical perspective of holistic governance,the focus on the high-quality supply logic of elderly care services in the new era re-quires a multi-dimensional and systematic approach to the construction of the smart elderly care ser-vice supply system,including institutional development,resource integration,technical support,envi-ronmental creation,and ecological architecture.
