摘 要:在编制刚性约束和治理任务叠加的双向挤压之下,县级政府大都面临着“编少”“事繁”的现实问题,这在很大程度上制约着县级政府的治理效能。通过分析陕西省A县多个政府部门的案例,发现县级政府在应对问题的过程中主要聚焦“编少”一端,采取编内调配、编外用人、服务外包、志愿劳动等策略应对不同类型的任务。上述四种策略虽能在编制刚性约束的条件下缓解县级政府的人手压力,但也会引发一些“副作用”,且难以解决“事繁”问题。对此,县级政府不能只考虑矛盾的一端,还要从减少政府工作量的角度降低“事繁”程度,从明晰政府职责边界、改进政府履责方式的角度进行减负,从两个方面出发,解决“编少”“事繁”问题。Under the dual pressures of rigid staff constraints and governance affairs,most county governments face the problem of“few staff”and“many affairs”,which greatly restricts the efficiency of county governments.Through case studies of multiple government departments in County A,Shaanxi Province,it is found that county governments mainly focus on the“few staff”,adopt strategies such as internal allocation,external employment,service outsourcing,and volunteer labor in response to different problems.These different strategies can alleviate the manpower pressure of county governments under the condition of rigid staffing constraints.However,these strategies can also cause some“side effects”and are difficult to solve the problem of“many affairs”.In this regard,county governments cannot only consider one side of the contradiction,but also need to solve the problem of“many affairs”from the perspective of alleviating the county governments’workload,and to relieve the burden on county governments by clarifying the boundary of the governments’responsibilities and by improving the way of the governments’shouldering responsibilities,so as to resolve the problem of“few staff and many affairs”from two aspects.
