摘　　要：深化农村土地制度改革是完善城乡融合发展体制机制的重要举措。土地要素不能在城乡间自由流动和公平交易是城乡融合发展的堵点,优化配置利用土地资源是实现城乡融合发展的关键。促进农业人口转移、优化人地资源配置和缩小城乡收入差距,需要深化农村土地制度改革。受制于多种原因,农村土地制度改革明显滞后于城乡融合发展和乡村全面振兴的现实需要。深化农村土地制度改革、推动城乡融合发展,既要以农村承包地和建设用地的联动性改革实现细碎土地资源的连片利用,又要以农村土地资源整体性治理推动城乡“人口—土地—产业”发展的有序协同。Deepening the reform of rural land system is an important measure to improve the institutional mechanism of urban-rural integrated development.The inability of land elements to freely flow and engage in fair trade between urban and rural areas is a bottleneck in the integrated development of urban and rural areas.Optimizing the allocation and utilization of land resources is the key to achieving integrated development between urban and rural areas.To promote the transfer of agricultural population,optimize the allocation of human and land resources,and narrow the income gap between urban and rural areas,it is necessary to deepen the reform of the rural land system.Due to various reasons,the reform of rural land system lags behind the practical needs of urban-rural integration and comprehensive rural revitalization.To deepen the reform of the rural land system and promote the integrated development of urban and rural areas,it is necessary to achieve the contiguous utilization of fragmented land resources through the linkage reform of rural contracted land and construction land,and to promote the orderly coordination of the development of"population land industry"in urban and rural areas through the overall governance of rural land resources.
