摘　　要：当下国际经济形势动荡和国内经济下行压力加大凸显了营商环境优化的重要作用,而蓬勃发展的数字经济是否有助于优化营商环境尚待验证。构建综合性营商环境评价指标体系,测算我国城市营商环境发展水平,进而实证检验数字经济对营商环境的影响及其作用机制。研究发现:数字经济对营商环境具有显著的积极影响,该结论在一系列稳健性检验后依然成立。机制分析表明,数字经济主要通过政府数字化建设提升政务服务水平,并通过产业结构升级和服务业结构升级提升市场服务水平,进而对营商环境产生正向作用。数字经济的营商环境优化效应在中西部、东北地区以及低行政等级城市更为突出,且主要表现为对市场环境、政务环境、服务环境和法治环境的促进作用。The current turbulent international economic situation and increased downward pressure on the domestic economy highlight the important role of optimizing the business environment,and whether the thriving digital economy can help optimize the business environment remains to be verified.Construct a comprehensive evaluation index system for the business environment,measure the development level of the business environment in Chinese cities,and empirically test the impact and mechanism of the digital economy on the business environment.Research has found that the digital economy has a significant positive impact on the business environment,and this conclusion still holds true after a series of robustness tests.Mechanism analysis shows that the digital economy mainly improves the level of government services through government digitalization construction,and enhances the level of market services through industrial structure upgrading and service industry structure upgrading,thereby having a positive effect on the business environment.The optimization effect of the business environment of the digital economy is more prominent in the central and western regions,northeastern regions,and low administrative level cities,mainly manifested in the promotion of market environment,government environment,service environment,and legal environment.
