摘　　要：深化电力市场改革是加快构建新型电力系统和新型能源体系的关键保障。电力市场机制体制设计本质上是基于经济关系的整体性制度安排,电力市场改革必须与有为政府紧密结合才能真正有效。新型电力系统和新型能源体系建设背景下,电力市场改革面临较前更为复杂的经济关系,旨在揭示和分析深层次的经济关系及其对电力市场的影响,为进一步深化电力体制机制的改革提供支撑与借鉴。为此,立足政府-市场协同视角,分析和构建适应新型电力系统建设的电力市场改革的目标体系与理论框架,通过采用多智能体建模技术构建以现货交易为基础的电力市场仿真模型,并开展多情景政策仿真实验,探究不同政府干预行为对电力市场的影响及强度,进而为面向新型电力系统的电力市场改革提出政策建议。Deepening the electricity market reform is to accelerate the construction of new electricity system and new energy system of protection and prerequisite.The design of the electricity market mechanism is essentially a holistic institutional arrangement based on economic relations,and the electricity market reform must be closely integrated with the facilitating state in order to be truly effective.Against this background,the electricity market reform faces more complex economic relations than before.Hence,this paper aims to reveal and analyse these deep economic relations and their impact on the electricity market,so as to provide support and referral for further deepening the reform of electricity system mechanism.Specifically,this paper bases on the government-market synergy perspective,analyses and constructs the target system and theoretical framework of electricity market reform adapted to the construction of new electricity system,as well as constructs a simulation model of the electricity market based on spot trading by adopting agent-based models.In addition,by carrying out multiscenario policy simulation experiments,this paper explores the impacts and intensity of different government interventions on the electricity market,so as to put forward policy recommendations for electricity market reform oriented to new electricity system.
