摘　　要：科技自立自强是国家强盛之基、安全之要。党的十八大以来,习近平总书记关于科技自立自强的重要论述为新时代进一步推进高水平科技自立自强提供了根本遵循。科技自立自强的提出,源于对中华民族自立自强精神的继承发扬。科技自立自强既是科技发展目标,也指科技发展态势。在新时代推进科技自立自强,不是只为追求科技发展单方面之强,而是要坚定不移走中国特色科技自主创新之路,实现高水平科技自立自强。以科技创新为核心加快实现高水平科技自立自强,不仅要着眼生产力,更要着眼生产关系,主要通过发挥制度优势和精神力量,更充分调动科技主体在科技创新活动中的主观能动性,推动科技自立自强取得更大进展,不断提升我国发展独立性、自主性、安全性。Sci-tech self-reliance and self-strengthening is the foundation of national strength and security.Since the 18th CPC National Congress,Xi Jin-ping has put forward a series of new thoughts,new viewpoints,new assertions and new requirements.These constituted Xi Jin-ping's important expositions on scientific and technological selfreliance and self-improvement,the fundamental guideline for further promoting high-level scientific and technological self-reliance and selfimprovement in the new era.The proposal of self-reliance and self-improvement in science and technology originates from the inheritance and development of the Chinese nation's spirit of self-reliance and self-improvement.Scientific and technological self-reliance and self-improvement is both the goal and the trend of sci-tech development.To promote scientific and technological self-reliance and self-improvement in the new era is not only to pursue the unilateral strength of scientific and technological development,but also to unswervingly take the road of scientific and technological innovation with Chinese characteristics to achieve a high level of scientific and technological self-reliance and self-improvement.To accelerate the realization of high-level scientific and technological self-reliance and self-improvement with scientific and technological innovation at its core,we should focus on both productive forces and production relations.Major measures include giving full play to institutional advantages and mental strength as well as fully mobilizing the initiative of scientific and technological subjects in scientific and technological innovation activities,with the goal of pushing forward scientific and technological self-reliance and self-improvement to achieve greater progress and continually enhancing the independence,autonomy and security of China's development.
