数字经济赋能新质生产力发展:机制分析与空间溢出

摘　　要：新质生产力是推动高质量发展的内在要求和着力点,发展新质生产力离不开数字经济赋能。本文以2013—2022年我国285个地级市为研究对象,基于CRITIC-G1-Bonferroni算子模型测度了城市级数字经济指数和新质生产力指标,实证检验发现:(1)数字经济推动了新质生产力发展,且该赋能作用在西部地区、小规模城市以及金融发展水平、市场化水平较低的地区中更为明显,体现出数字经济的普惠作用。(2)机制分析表明,数字经济主要通过提高资源配置效率、增强创新创业活跃度、促进产业结构升级来推动当地新质生产力发展。(3)进一步分析表明,数字经济存在显著的空间溢出现象,可以通过提高相邻地区的资源配置效率、产业结构升级提升来推动周边地区新质生产力的提升,但无法通过增强创新创业活跃度来实现。(4)经济后果检验显示,数字经济对新质生产力的赋能作用是促进经济高质量发展的重要驱动因素,不仅能够提升地区全要素生产率,还可以实现绿色经济包容性增长。New quality productive forces is the internal requirement and important focus for promoting high-quality development,and the development of new quality productive forces cannot be separated from the empowerment of the digital economy.This paper takes 285 prefecture level cities in China from 2013 to 2022 as the research object,and measures the city level digital economy index and new quality productive forces index based on the CRITIC-G1-Bonferroni operator model.Empirical tests show that:(1)the digital economy significantly promotes the development of new quality productive forces,and this empowering effect is more pronounced in western regions,smallscale cities,and areas with lower levels of financial development and marketization,reflecting the inclusive role of the digital economy.(2)Mechanism analysis shows that the digital economy mainly promotes the development of local new quality productive forces by improving resource allocation efficiency,enhancing innovation and entrepreneurship activity,and promoting industrial structure upgrading.(3)Further analysis shows that there is a significant spatial spillover phenomenon in the digital economy,which can promote the improvement of new quality productive forces in surrounding areas by improving the efficiency of resource allocation and upgrading the industrial structure in adjacent areas,but cannot be achieved by enhancing innovation and entrepreneurship activity.(4)The economic consequences test shows that the empowering effect of the digital economy on new quality productive forces is an important driving factor for promoting high-quality economic development.It cannot only improve regional total factor productivity,but also achieve green and inclusive growth.
