财政金融协同联动促进普惠金融发展的现状、问题与建议——以山东省为例

摘　　要：普惠金融旨在为有金融服务需求的社会各阶层和群体提供适当、有效的金融服务。作为促进共同富裕的重要途径与手段,中国特色普惠金融具有鲜明的人民性。而发展普惠金融面临兼顾“金融”的营利性与“普惠”的公共性这一难题,财政金融协同联动则是破解这一难题的重要途径。发展普惠金融的核心在于:(1)实现政策供给与金融需求的精准对接;(2)实现金融商业化与公共性的协调;(3)实现财政与金融在政策上的匹配与行动上的协同。为此,本文从供给、需求双侧出发,选取山东省334家样本银行以及1142家普惠小微借贷主体展开调研,并全面梳理了财政金融协同推动普惠金融发展方面的政策部署和典型化事实,为财政金融协同联动促进普惠金融发展提供现实层面的“微缩景观”。Inclusive finance aims to provide appropriate and effective financial services to all segments of society with financial service needs.As a critical mechanism for advancing common prosperity,Chinese style inclusive finance is characterized by its distinct people-centered orientation.However,the development of inclusive finance faces a dual challenge.In this context,fiscal-financial collaboration has emerged as a crucial approach to resolving this dilemma.The core objectives of developing inclusive finance are:(1)the precise alignment of policy supply with financial demand,(2)the coordination between financial commercialization and public welfare,and(3)the harmonization of fiscal and financial policies and their collaborative implementation.To investigate these dynamics,this study examines both supply-side and demand-side factors,utilizing a sample of 334 banks and 1,142 inclusive micro-lending entities in Shandong Province.The research provides a comprehensive review of the policy frameworks and practical examples of fiscal-financial cooperation in promoting inclusive finance development,offering a practical"microcosm"of collaborative fiscal and financial efforts aimed at advancing inclusive finance.
