数字新质生产力与低空产业群高质量发展:赋能机制与治理对策

摘　　要：从数字新质生产力视角出发,以产业群为突破口,综合采用归纳与演绎分析方法,对低空产业群高质量发展的逻辑进路进行系统探讨。研究发现:数字新质生产力对低空产业群高质量发展具有重要促进作用。一方面,数字新质生产力的嵌入将刺激低空产业政策、低空产品及低空应用创新,助力低空产业群“团组间”与“业态间”协同,推动低空产业群能源利用结构的清洁化及生产过程的生态化发展。另一方面,数字新质生产力的渗透将扩大低空产品与就业市场开放,增进低空消费与就业共享。进一步研究发现,上述赋能作用仍存在低空产业群治理机制不健全、维度赋能的内部结构失衡、低空产品开放的贸易摩擦风险突出以及低空就业共享门槛较高等现实困境。This paper made an theoretical discussed on the logical approach of high-quality development of low-altitude industrial clusters(HQDLAIC)from the perspective of digital new quality productivity(DNQP).The results show that,DNQP plays an important role in the promoting of HQDLAIC.On the one hand,the embedding of digital new quality productivity will stimulate the innovation of low-altitude industrial policy,low-altitude products and low-altitude application,help the coordination between“between groups”and“business forms”of low-altitude industrial clusters,and promote the clean development of energy utilization structure and dynamic operation process of low-altitude industrial clusters.On the other hand,the penetration of DNQP will expand the opening of low-altitude products and employment market,and enhance low-altitude consumption and employment sharing.Further research shows that the above enabling effect still encountered multiple difficulties,such as the imperfect organizational governance mechanism of low-altitude industrial clusters,unbalanced internal structure of dimensional empowerment,prominent trade friction risk of low-altitude product opening and high threshold of low-altitude employment sharing.
