摘  要:信创产业正在快速发展,为提高调度集中(CTC)系统信创替代过程的可靠性,提出相应的风险管理方案。利用工作风险分解法(WBS-RBS),对替代过程进行工作风险耦合矩阵构建和全面风险识别输出;通过层次分析法实现风险因素科学排序;针对替代过程重点风险因素,制定应对计划,设置风险监控具体措施。该方案为CTC系统信创替代过程提供了风险可控的管理实施规范,强化了信息安全下铁路产品国产化迁移理论支撑。The information technology application innovation industry is developing rapidly.In order to improve the reliability of the process of replacing the CTC with domestic products for information technology application innovation,a risk management plan during the replacement process of the CTC system is proposed.The WBS-RBS method is utilized to construct the work-risk coupling matrix for the replacement process and conduct a comprehensive risk identification output.The analytic hierarchy process(AHP)is employed to achieve a rational ranking of risk factors.Targeting the key risk factors in the replacement process,corresponding response plans are formulated and specific measures for risk monitoring are set up.The proposed plan provides a risk-controllable management implementation specification for the replacement process of the CTC system with domestic products for information technology application innovation,strengthening the theoretical support for the localization migration of railway products under the premise of information security.
