摘　　要：基层治理中,提升社工机构服务效能对其参与治理意义重大。本研究以K市C区五家社工机构为样本,分析西部社区治理中影响社工机构开展服务的因素。研究发现,政府在购买社工服务时占据主导,确定的服务对象模糊,选择机构常基于熟人关系,造成服务与实际需求脱节,且社工机构竞标机制公正性不足,制约其发展与社会认可。尽管社工机构能凭借经验和专业优势明确服务对象、积累声誉,但高度依赖政府资金,限制其在基层治理中的作用。鉴于此,建议构建政策引导与机构参与双向统合的服务对象确定框架,推动社工机构拓宽资金渠道以降低对政府资金的依赖,并强化与服务对象的情感联系,以促进西部社工机构发展,进一步提升社区治理效能。In grassroots governance,enhancing the service efficiency of social work organizations is of great significance for their participation in governance.This study takes five social work organizations in District C,City K as samples to analyze the factors affecting the delivery of services by social work organizations in western community governance.The research finds that the government dominates the procurement of social work services,leading to ambiguous definitions of service targets.The selection of organizations is often based on personal relationships,resulting in a disconnect between services and actual needs.Additionally,the fairness of the bidding mechanism for social work organizations is insufficient,which restricts their development and social recognition.Although social work organizations can identify service targets and build reputations based on experience and professional expertise,their heavy reliance on government funding limits their role in grassroots governance.Therefore,it is recommended to establish a dual-integration framework for determining service targets that combines policy guidance with organizational participation,promote diversified funding channels to reduce dependence on government funds,and strengthen emotional connections with service recipients.These measures aim to foster the development of social work organizations in western regions and further enhance community governance efficiency.
