长三角地区地方市场需求对节能环保产业本地化布局的影响

摘　　要：节能环保产业是一类具有市场指向性的战略新兴产业,容易产生空间布局趋同的表象。要科学认识节能环保产业是否存在重复建设问题,需要理解地方市场需求如何影响其布局。本文以长三角地区为例,分析2011年以来新成立节能环保企业的布局特征,从地方市场需求的具体构成出发,检验企业、行业和政府3个市场主体产生的不同需求对节能环保产业布局的影响。结果表明:①长三角地区节能环保产业发展呈“东西沿江、南北沿海”两条轴线。2011—2020年,各地市企业进入率差距缩小、吸引新企业的水平相当,布局表现出本地化倾向;②企业治污需求有利于本地节能环保产业扩容、吸引力提升。其中,大企业的需求产生了积极的结构和协同效应;③行业发展需求促进本地产业扩容,对提升本地产业吸引力具有规模经济效应;④政府治理需求可能促进本地产业扩容,但对提升本地产业吸引力无显著影响。This study takes the Yangtze River Delta region as a case and analyzes the spatial pattern of newly established firms in the energy and environmental conservation industry(EECI)industry from 2011 to 2020.On this basis,it distinguishes the specific constituents of market demand,quantitatively analyzing how the distinct market demands from enterprises,industries and government influence the spatial distribution of EECI industry.Leveraging enterprise data from the Qichacha Platform,this study calculates five indicators representing scale effects,structure effects,and synergy effects of enterprise demand.Along with stock and dynamic indicators of industry demand as well as government demand indicators,this study applies fractional logit and fractional probit models to analyze the impacts of distinct market demand on the new EECI firm entry rate and attractiveness to new firms in each city.The results show that:1)EECI firms in the Yangtze River Delta region are mainly distributed along two axes.One is along the Yangtze River from east to west,and the other is along the coast from south to north.From 2011 to 2020,the difference in the ratio of newly established EECI firms among prefectures has decreased.The attractiveness of each prefecture for new EECI firms is comparable.The spatial pattern of EECI firms is shifting to a localized one.2)Increasing demand from polluting firms,especially large polluting firms,contributes to the increase in new EECI firms.It also allows the local market to attract more EECI firms than other places.However,the specialized distribution of polluting firms among industries reduces the matching opportunities between polluting firms and EECI firms,which limits the room for attracting more EECI firms.3)Existing EECI firms contribute to the growth of newly-established EECI firms.They also show the economies of scale in terms of improving the attractiveness of the local market for EECI firms.4)Local environmental governance is likely to attract newly-established EECI firms.However,it has no effe
