碳金融赋能绿色经济发展——基于碳排放权交易机制的准自然实验

摘　　要：以2008—2020年我国30个省级行政区作为研究对象,利用碳排放权交易试点政策作为准自然实验,构建多时点双重差分模型来探究碳金融对绿色经济发展的影响。结果发现,碳排放权交易机制促进了试点地区的绿色经济发展;碳排放权交易机制通过推动绿色技术创新和产业结构升级来推动地区绿色经济发展水平的提升;碳金融对绿色经济发展的促进作用在金融市场发展水平高和政府金融监管强的地区更为显著。据此建议充分发挥碳金融对地区绿色经济发展的赋能作用,加快推进我国碳金融市场发展,全面推进经济社会绿色低碳可持续发展。Taking 30 provinces,autonomous regions and municipalities directly under the central government in China from 2008 to 2020 as the research object,utilizing the carbon emissions trading pilot policy as a quasi-natural experiment,we constructed a multi-temporal double-difference model to explore the impact of carbon finance on the development of green economy.It is found that the carbon emissions trading mechanism promotes the development of green economy in the pilot regions;the carbon emissions trading mechanism promotes the level of regional green economic development by promoting green technological innovation and upgrading of industrial structure;and the promotion effect of carbonfinance on the development of green economy is more significant in the regions with a high level of development of thefinancial market and a strong governmentalfinancial supervision.Accordingly,it is recommended to give full play to the enabling effect of carbonfinance on regional green economic development,accelerate the development of China’s carbonfinance market,and comprehensively promote the green,low-carbon and sustainable economic and social development.
