摘　　要：数据作为核心生产要素,是数字文化产业区别于传统文化产业的重要标志。“上云用数赋智”贯通“数据存储-数据调用-集成应用”全过程,榫合数字文化产业高质量发展逻辑。实践表明,数字文化产业正在经历三个转向,即经营管理从实体运作转向云端协作,数据属性从辅助工具转向生产要素,智能技术从局部场景转向全局赋能。为此,应重视数据在“上云用数赋智”中的畅通流动,把握好数字文化产业高质量发展的乘数效应,推动企业结构的数字化转型、加快上下联通的产业链建设、构建跨界融合的数字化生态,不断推进数字文化产业的高质量发展。As a core production factor,data serves as a critical hallmark distinguishing the digital cultural industry from its traditional counterpart.The concept of“cloud adoption,data utilization,and intelligence empowerment”spans the entire process from data storage to application and integration,seamlessly aligning with the high-quality development logic of the digital cultural industry.Empirical evidence reveals three paradigm shifts occurring in this sector:operational management transitioning from physical implementation to cloud-based collaboration,data evolving from mere production tools to essential production factors,and intelligent technologies progressing from superficial applications to comprehensive empowerment.Therefore,the study emphasizes the imperative to ensure unimpeded data flow throughout the“cloud adoption,data utilization,and intelligence empowerment”process,strategically leverage the multiplier effect of high-quality development,promote the digital transformation of enterprise structures,accelerate the construction of vertically integrated industrial chains,and establish cross-domain digital ecosystems to continuously advance the high-quality development of the digital cultural industry.
