“三权分置”下农村宅基地资源配置优化探讨——以福建省晋江市农村宅基地制度改革为例

摘　　要：作为福建首个全国农村宅基地制度改革试点县,晋江市通过两轮改革实践,在宅基地确权、赋权与活权等方面积累了一定经验,形成了具有全国示范意义的“晋江模式”。基于晋江市农村宅基地制度改革实践调查,梳理了两轮改革主要内容,总结了已有做法与经验,并通过深入分析改革成效与现存问题,探讨了改革试点的未来发展趋势,提出了有利于农村宅基地资源配置效率提升的优化建议。As the first national pilot county for the reform of the rural homestead system in Fujian Province,through the two rounds of reform practice,Jinjiang City has accumulated certain experiences in the confirmation,empowerment and activation of homestead rights,and formed the“Jinjiang model”with the demonstration significance through the country.Based on the practical investigation of the rural homestead system reform in Jinjiang City,the main contents of the two rounds of reform were sorted out,and the existing practices and experiences were summarized.Then,through the in-depth analysis of the reform results and existing problems,the future development trends of the reform pilots were discussed,and the optimization suggestions were put forward improve the efficiency of rural homestead resource allocation.
