我国农村公共文化服务发展水平综合测度及时空演化特征

摘　　要：为了全面掌握我国农村公共文化服务发展水平,促进农村公共文化服务高质量发展。从乡镇综合文化站建设、农村成人文化技术培训、农村广播电视发展、农村居民文化消费、农村公共文化服务资金保障五个维度筛选了37项指标构建农村公共文化服务评价指标体系,利用熵值法确定指标权重,应用综合评价法测算发展水平,基于2011—2019年间31个省级面板数据对农村公共文化服务发展水平进行时间序列的纵向分析和空间维度的横向比较。研究发现:2011—2019年我国农村公共文化服务综合发展水平呈上升态势,但水平较低,增速缓慢,各维度发展水平及增长幅度均存在差异。东部地区、西部地区、中部地区农村公共文化服务发展水平逐渐递减,且各维度上的发展水平都表现出不同程度的区域异质性。各省份农村公共文化服务发展水平在时间维度和空间维度都存在发展差异,优秀等级内全部为东部地区省份,良好等级内中部地区和西部地区省份居多,一般等级内中部地区省份居多。The purpose of this article is to comprehensively grasp the development level of rural public cultural services in China and provide reference for promoting high-quality development of rural public cultural services.A total of 37 indicators were selected from five dimensions,including the construction of township cultural stations,rural adult cultural technology training,rural radio and television development,rural residents'cultural consumption,and rural public cultural service funding guarantee,to construct an evaluation index system for rural public cultural services in China.The article uses the entropy method to determine the weight of indicators and,and uses the comprehensive index method to calculate the development level.Based on panel data from 31 provinces in China from 2011 to 2019,the author conducted a longitudinal analysis of the time series and a horizontal comparison of spatial dimensions on the development level of rural public cultural services.The results show that the comprehensive development level of rural public cultural services in China has been on the rise from 2011 to 2019,but the level is relatively low and the growth rate is relatively slow.There are differences in the development level and growth amplitude of various dimensions.The development level of rural public cultural services in the eastern,western,and central regions is gradually decreasing.Within the excellent level,all provinces are from the eastern region,while within the good level,most provinces are from the western region,while within the general level,most provinces are from the central region.
