要素配置何以化解志愿服务组织发展困境——基于多主体社会交换的分析框架

摘　　要：民间志愿服务组织发展往往受制于专业、资源与社会信任三维度,陷入不可持续发展的困境,影响着社会治理体系及能力现代化。本文基于T志愿组织案例进行分析,发现以“精英赋能”模式培育组织专业化、向心力及资源换取,以“政社合作”模式达成社会身份形塑与获取政府扶持是化解其发展困境的关键要素,推进志愿组织目标设定、行动抉择及成效评价紧密地嵌合在党建引领、政府主导的社会治理体系之中。在此情势下,应重视公益事业管理类人才的培育,深化政府部门与民间志愿服务组织合作力度,推进志愿服务制度化发展。The development of non-governmental volunteer service organizations is often subject to the three dimensions of professional,resource and social trust,and falls into the dilemma of unsustainable development,which affects the efficiency production of promoting the modernization of social governance system and capacity.Based on the analysis of the case of T volunteer organization,it is found that the key elements to resolve its development dilemma are to cultivate organizational specialization,centripetal force and resource exchange with the“elite empowerment”model,to achieve social identity shaping and government support with the“political and social cooperation”model,promoting the goal setting,action choice and effectiveness evaluation of volunteer organizations to closely embed in the social governance system led by the Party work.In this context,it should pay attention to the cultivation of public welfare management talents,deepen the cooperation between government departments and non-governmental voluntary service organizations,and promote the institutionalized development of voluntary service.
