“双碳”视域下中国—中亚能源合作探析

摘　　要：中亚地区凭借丰富的油气资源,成为中国重要的能源供应地。然而,当前中国—中亚能源合作也面临诸多挑战。中亚国家正在推动能源转型,为了降低碳排放,纷纷将天然气作为重要的过渡性能源,导致部分国家减少甚至停止天然气出口。同时,中亚国家积极拓展能源出口渠道,寻求能源出口多元化,增加了对欧洲、亚洲其他国家的能源供应,这给中国—中亚能源合作带来了一定冲击。此外,中亚国家内部的政治不稳定、经济体系脆弱、社会矛盾以及复杂的国际地缘政治环境,都给中国—中亚能源合作带来了诸多不确定性和风险。但也应看到,中国与中亚在长期合作中积累了良好的基础,拥有众多合作机制平台,且在“双碳”背景下,中亚国家能源结构调整、新能源和可再生能源开发以及能源基础设施建设等,都为中国—中亚能源合作提供了广阔空间。中国在新能源技术、资金等方面具备优势,可助力中亚国家能源转型。未来应充分利用多边平台,发挥技术、资金等多种工具作用,强化政策沟通协调,保持高层交往并加强涉外法治建设,以推动中国—中亚能源合作在“双碳”背景下实现绿色发展目标。Central Asia has become an important energy supplier for China because of its rich oil and gas re-sources.However,the current energy cooperation between China and Central Asia faces many challenges.Central Asian countries are promoting the energy transition.Natural gas has become an essential transitional energy to reduce carbon emissions,leading to fewer or no gas exports in some countries.At the same time,countries in Central Asia are actively developing energy export channels,diversifying energy exports,and increasing energy supply to Europe and other Asian countries,which has an impact on China-Central Asia energy cooperation.In addition,the unstable internal politics,fragile economic system,social contradictions,and complex international geopolitical environment in the Central Asian countries have brought many uncertainties and risks to Chi-na-Central Asia energy cooperation.However,it should also be noted that China and Central Asia have laid a foundation in long-term cooperation with numerous cooperation mechanisms and platforms.The adjustment of en-ergy structures,development of new and renewable energy,and construction of energy infrastructure in Central Asian countries have created a broad space for China-Central Asia energy cooperation under the background of"dual carbon".China has advantages in new energy technology and capital,which can help Central Asian countries in their energy transition.In the future,we should make full use of multilateral platforms,give full play to the role of various tools such as technology and capital,strengthen policy communication and coordination,maintain high-level exchanges and strengthen foreign-related rule of law construction,to promote China-Central Asia energy cooperation on achieving green development goals under the background of"dual carbon".
