摘　　要：通过对项目设计方案、施工过程、投产运营阶段的HAZID分析研讨,识别出工程项目中可能存在的各类危险源,评估其可能产生的后果及影响,进而提前调整或制定应急方案,降低风险发生的概率或减轻风险带来的不良后果。海上某新建平台电力依托秦皇岛曹妃甸岸电工程,首次将110 kV高压输配电设备与油气处理设施共建在一个油气平台上,该共建形式在国内及亚洲地区尚属首次。为最大限度降低项目健康、安全和环境(HSE)风险,采用HAZID分析方法,以引导词为出发点,依托小组成员的专业知识和经验,通过头脑风暴的方式,识别和分析出项目可能的潜在危险源,列出风险清单,划分风险等级,根据辨识到的风险给出应对措施,确保项目后期顺利投产实施,为后续类似高压共建项目提供参考借鉴。Through the analysis and discussion of the project design scheme,construction process,and operation stage,HAZID analysis can identify various possible sources of danger in the project,evaluate the possible consequences and impact,so as to adjust or formulate the emergency plan in advance to reduce the probability of risk occurrence or mitigate the adverse consequences of risk.Relies on the power of Qinhuangdao Caofeidian Shore Power Project,a newly built offshore platform jointly built the 110 kV high-voltage transmission and distribution equipment with oil and gas processing facilities on one oil and gas platform for the first time.This form of co-construction is the first of its kind in China and Asia.In order to minimize the health,safety,and environmental(HSE)risks of the project,the HAZID analysis method is adopted,starting from the guiding words,relying on the professional knowledge and experience of the team members,through brainstorming,potential hazards of the project are identified and analyzed.Then the risk list is made,risk levels are classified,and corresponding measures are given based on the identified risks to ensure the smooth implementation of the project in the later stage,which can provide a reference for similar high-voltage co-construction projects in the future.
