摘  要:文章通过实地观察,描绘了高校校园交通形态的主要特征,并通过问卷调查和定性访谈,系统总结了校园非机动车的使用需求与服务供给现状。在实证调研的基础上,文章指出了校园非机动车供需间存在的硬矛盾和软矛盾,并明确了以“化堵为疏”为核心的非机动车管理改革思路。具体而言,文章提出了以下改革举措:一是以校园公共自行车投放和专用牌照建设为代表的非机动车减量改革;二是以适度新建扩建集中停放点、设置潮汐车道及临时停车点为代表的非机动车增容改革;三是以数字赋能和师生参与为特色的非机动车优化服务改革。This paper portrays the main traffic characteristics in university campus through on-site observations,summarizes the current status of demand and service supply of non-motorized vehicles through questionnaire surveys and qualitative interviews,points out the hard and soft contradictions between supply and demand of non-motorized vehicles,clarifies the reform idea of transforming"control"to"guidance"in non-motorized vehicle management.The paper proposes non-motorized vehicle reduction reform measures represented by the deployment of campus public bicycles and the establishment of special license plates,non-motor vehicle capacity expansion reform measures represented by the moderate construction and expansion of centralized parking lots,and the setting of tidal lanes and temporary parking spots,as well as non-motorized vehicle service optimization reform measures featuring digital empowerment and the participation of teachers and students.
