政策认识论的理论再造及其对于构建聚焦于老年人医疗服务的照料服务框架的意义

摘　　要：哲学的目的是指导正确的行动,这一命题暗示了一幅哲学如何与实际行动相联系的包容性画面。政策科学家不仅用认识论的观点理解和分析政策,还提出了政策认识论,即政策知识理论。在此基础上,从概念界定、方法论分析层次和功能三个方面重新建构了政策认识论,进一步提出了政策认识论为构建和完善政策框架所提供的分析指南,包括政策知识论分析指南、政策情境论分析指南。根据重构的政策认识论理论及其分析指南,采用政策移植的理论和方法,从知识性、情境性和规范性三个方面构建聚焦于老年人医疗服务的照料服务框架,试图为我国实施积极应对人口老龄化国家战略献计献策,推动老龄事业发展。The purpose of philosophy is to guide correct action,and this proposition implies an inclusive picture of how philosophy is connected to practical action.Policy scientists not only use epistemological perspectives to understand and analyze policies,but also propose policy epistemology,namely a theory of policy knowledge.On this basis,we reconstructed the policy epistemology from three aspects including conceptual definitions,methodological analysis hierarchy and function,and further proposed that the policy epistemology served as the analytical guideline for constructing and improving policy frameworks,including the analytical guide to the policy theory of knowledge and the guide to the policy theory of situations.Based on the reconstructed policy epistemology theory and its analytical guidelines,we adopted the theory and method of policy transplantation to construct a care service framework focusing on elderly medical services from three aspects including knowledge,contextuality and normativity in an attempt to provide suggestions and recommendations for implementing the national strategy of actively responding to population ageing and to promote the development of the elderly care industry.
