摘　　要：在分析企业档案数据应用“三权分置”机制的必要性与可行性基础上,系统梳理了其现实挑战,并从法规完善、合规监管、标准构建、治理优化四个维度提出了相应的发展建议。研究认为,未来需着力健全企业档案数据产权的法律法规体系、强化企业档案数据产权分置的合规监管、加强产权分置理论研究和构建相关标准化体系、优化企业内部治理机制以提升协同效能,从而进一步强化企业档案数据产权分置的合规性,提升其安全流通能力与市场化运营水平,充分释放企业档案数据在数字经济时代的价值潜能。Based on an analysis of the necessity and feasibility of applying the“Three Rights Separation”mechanism in enterprise archival data,this study systematically examines its realistic challenges and proposes development suggestions from four dimensions:legal framework improvement,compliance supervision,standardization construction,and governance optimization.The research suggests that future efforts should focus on establishing a comprehensive legal and regulatory framework for enterprise archival data ownership,strengthening compliance supervision,advancing research on rights separation,developing a standardized system,and optimizing internal governance mechanisms to enhance collaboration efficiency.These measures aim to further reinforce the compliance of enterprise archival data ownership separation,improve its secure circulation and market-oriented operation,and fully unlock the potential value of enterprise archival data in the digital economy era.
