摘　　要：数据脱敏是隐私保护的关键环节。基于档案数据脱敏的重要意义与当前发展现状,系统剖析了隐私保护视角下档案数据脱敏目前存在的三个问题:其一,档案领域尚未制定统一且详尽的脱敏标准;其二,隐私信息的精准识别存在困难;其三,档案数据要素价值难以得到充分释放。针对这些问题,提出了构建档案数据脱敏标准、明晰数据权责体系、加强隐私计算技术的研发和应用、建立数据脱敏综合评估与监控机制等策略,旨在完善数据治理体系,充分释放档案数据要素价值。Data desensitization is the key to privacy protection.Based on the significance and current development status of archival data desensitization,this paper systematically analyzes three current problems of archival data desensitization from the perspective of privacy protection:the lack of a uniform and detailed desensitization standards in the archival field,the difficulty of accurately identifying private information,and the challenge in fully release the value of archival data elements.Based on these problems,strategies such as establishing archival data desensitization standards,clarifying the data rights and responsibilities system,strengthening the development and application of privacy computing technology,and establishing a comprehensive assessment and monitoring mechanism for data desensitization are proposed,with a view to improving the data governance system and fully releasing the value of archival data elements.
