摘　　要：档案安全管理体系是维护国家安全、推进治理现代化的基础性工程。在厘清档案安全管理体系内涵的基础上,提出构建面向治理现代化的档案安全管理体系必须坚持风险导向、全面覆盖、精准防控、持续改进四大原则,并从健全制度规范、明确管理职责、夯实技术基础、培育安全文化四个方面阐述了构建路径,以期为新时代加强和创新档案安全管理、筑牢档案事业发展根基提供参考。Archives security management system is a basic project to maintain national security and promote governance modernization.On the basis of clarifying the connotation of the archives security management system,this paper proposes that the construction of a modern archives security management system oriented to governance must adhere to the four principles of risk-oriented,comprehensive coverage,precise prevention and control,and continuous improvement,and expounds the construction path from four aspects of perfecting system norms,clarifying management responsibilities,consolidating technical foundation,and cultivating safety culture,in order to strengthen and innovate the archives security management in the new era and build a solid foundation for the development of archives.
