摘　　要：基于多元治理理论,剖析了我国民生档案社会化服务发展面临的困境,在厘清政府、市场与社会关系的基础上,构建了民生档案社会化服务体系的理论模型。研究指出,推进民生档案社会化服务的创新发展,应着力构建多元协同治理格局,健全多元主体参与的制度化渠道,创新社会化服务模式,加强档案开放共享,进而充分释放多元主体活力,切实提升民生档案的社会化服务效能,更好地服务和保障民生。Based on the theory of multiple governance,this paper analyzes the difficulties faced by the development of social service for people’s livelihood archives in China,and constructs a theoretical model of social service system for people’s livelihood archives on the basis of clarifying the relationship between the government,the market and society.The research pointed out that to promote the innovation and development of social services for people’s livelihood archives,we should focus on building a diversified collaborative governance pattern,improve the institutionalized channels for the participation of multiple subjects,innovating the social service model,and strengthening the open sharing of archives,so as to fully release the vitality of multiple subjects,effectively improve the efficiency of social services for people’s livelihood archives,and better serve and protect the people’s livelihood.
