摘　　要：档案数据治理是新时代档案事业高质量发展的内在要求。围绕档案数据治理效能评价指标体系构建这一主题展开研究。先阐述了评价指标筛选的原则和方法,分别从投入、过程、效果三个层面设计了指标。在此基础上,运用层次分析法构建了目标层、准则层、指标层三级指标体系模型。最后针对档案数据治理实践中的突出问题,从优化治理机制、完善标准规范、提升资源质量、创新应用服务等方面探讨了治理效能的提升路径。Archival data governance is an inherent requirement for the high-quality development of archival undertakings in the new era.This paper focuses on the topic of constructing the evaluation index system of archival data governance effectiveness.Firstly,the principles and methods of evaluation index screening are expounded,and the indexes are designed from three aspects:input,process and effect.On this basis,a three-level index system model of target layer,criterion layer and index layer is constructed by using analytic hierarchy process.Finally,aiming at the outstanding problems in the practice of archival data governance,this paper discusses the improvement path of governance efficiency from the aspects of optimizing governance mechanism,perfecting standards,improving resource quality and innovating application services.
