摘 要:人事档案隐私保护是事关公民权益的重要课题。在大数据时代,如何在发挥人事档案价值的同时确保个人隐私安全,成为亟待破解的难题。在梳理人事档案隐私保护价值冲突的基础上,剖析了我国人事档案隐私泄露在法律、管理、技术层面的成因,并从健全法律规范、创新管理机制、发展关键技术、培育保护意识等方面,提出优化人事档案隐私保护的策略建议,以期为新时代人事档案事业健康发展提供参考。The privacy protection of personnel archives is an important subject concerning the rights and interests of citizens.In the era of big data,how to ensure the security of personal privacy while exerting the value of personnel archives has become a difficult problem to be solved.On the basis of sorting out the conflict of value of privacy protection of personnel archives,this paper analyzes the legal,managerial and technical causes of privacy disclosure of personnel archives in China,and proposes strategies and suggestions for optimizing privacy protection of personnel archives from the aspects of improving legal norms,innovating management mechanisms,developing key technologies and cultivating protection awareness.In order to provide reference for the healthy development of personnel archives in the new era.
