摘　　要：档案数字化外包在提升档案信息化水平的同时,也面临诸多风险和挑战。从档案数字化外包的特点入手,系统分析了这些风险的表现形式和成因,在此基础上构建了涵盖技术、安全、进度、质量、成本五个维度的风险评估指标体系,并提出了运用FMEA方法开展风险评估的思路和流程。针对评估发现的问题,从组织、技术、法律三个层面设计了相应的风险防控机制,提出了加强组织保障、强化技术管控、健全法律规范等一系列具体策略,以期为档案数字化外包项目的顺利实施提供风险管理参考。While improving the information level of archives,digital outsourcing also faces many risks and challenges.Starting with the characteristics of archive digital outsourcing,this paper systematically analyzes the forms and causes of its risks,on this basis,it constructs a risk assessment index system covering five dimensions of technology,safety,progress,quality and cost,and puts forward the idea and process of using FMEA method to carry out risk assessment.In view of the risk problems found in the evaluation,the paper designs the corresponding risk prevention and control mechanism from the three levels of organization,technology and law,and puts forward a series of specific strategies such as strengthening organizational guarantee,strengthening technical control and improving legal norms,so as to provide risk management reference for the smooth implementation of the archive digital outsourcing project.
