贫富差距、高福利陷阱与债务危机——一种对资本主义经济危机新变化的阐释

摘　　要：在资本主义经济体系中,生产规模存在日益扩大的客观趋势。为了规避生产相对过剩的经济危机,资本主义只能从提升整个社会的消费能力着手,本质上是要求缩小贫富差距。在不改变生产资料私有制的前提下,高税收高福利式的社会保障制度是西方国家应对经济危机的产物,客观上对缓解贫富差距起到一定的作用,但却使得西方国家掉进高福利陷阱之中,最终形成较为严重的政府债务危机。债务危机是调整贫富差距的副产品,也是当今资本主义经济危机呈现出的新的表现形式,却无法改变资本主义经济危机必然爆发的趋势。面对经济危机的新变化,我们既需要充分发挥公有制经济的效能,践行共享发展理念,也需要汲取西方国家债务危机的经验与教训,构建中国特色的社会保障制度,促进共同富裕的实现。In the capitalist economic system,due to the inability to overcome the objective trend of expanding production scale and increasing commodity quantities,western countries used to adapt high taxation and high welfare social security system to partially alleviate expanding gaps between the rich and the poor,in order to avoid economic crisis without changing private ownership of the means of production.While it is just a palliative,the social security system in western countries fails to address the root causes,which also correspondingly produces a high welfare trap and other more prominent negative effects,and ultimately presents a more typical government debt crisis,which is the new manifestation of today’s economic crisis.Although the new form is different from traditional relative surplus of commodities,economic crisis are still bound to happen.The new changes of western capitalist economic crisis has significant enlightenment on our socialism construction.We need to give full play to the effectiveness of the public sector economy and practice the concept of shared development,as well as reflect on the debt crisis and common wealth in Western countries and build a social security system with Chinese characteristics.
