摘　　要：国有荒地是国有未利用地的重要组成部分。法律地位不明、空间分散性、利用的行政性是目前国有荒地资产利用的突出问题。根据全民所有自然资源资产所有权委托代理改革的精神,辽宁省荒地资产应按照行政权与资产权分离的原则,区分不同类型的荒地资产分布,分类确定国有荒地资产管理体系和利用权体系。State-owned wasteland is an important part of state-owned unused land.At present,the prominent problems in the utilization of state-owned waste land assets are unclear legal status,spatial dispersion and administrative utilization.According to the spirit of entrusted-agent reform of natural resource assets owned by the whole people,the distribution of waste land assets in Liaoning Province should be distinguished according to the principle of separating administrative power from asset rights,and the distribution of different types of waste land assets should be classified to determine the beneficial right system of stateowned waste land asset management system.
