摘　　要：110接处警是警察执法的重要环节。警察在执法的不同程序阶段和具体情境中,往往呈现出多重的角色面貌。作为“街角政治家”,警察以一种政治性考量分配有限的“注意力”,这从根本上影响着执法过程与实效。作为“一线执法者”,警察在与群众的微妙互动中,自主决定如何回应报警人的诉求,以及何时选择立案,深刻塑造了真切的执法边界。作为“最基层官僚”,警察还需要完成大量相关“行政”工作,而这对街头执法亦具有重要约束作用。警察执法是理解基层执法的极佳窗口。在中国语境中,基层执法往往是一种“深嵌于治理的执法”。基层执法者是政策/法律的末端执行者,拥有广泛的自主行动空间和“自由裁量权”,遵循多重行动逻辑。应回归党的政法传统,在国家与执政党的二维框架中,将“严格执法”与“党保证执法”有机结合,确立“好的执法”的政治法律标准与尺度。110 receive-disposal alarm is an important part of law enforcement by police.In different procedural stages and and contexts of law enforcement,police officers often present multiple roles.As“street corner politicians”,police officers allocate limited“attention”with a political consideration,which fundamentally affects the process and effectiveness of law enforcement.As“front-line enforcers”,police officers autonomously decide how to respond to the demands of their clients and when to file a case in their subtle interactions with the public,profoundly shaping the boundaries of real law enforcement.As the“grassroots level of bureaucracy”,the police officers also need to fulfill a great deal of related“administrative”work,which also plays an important constraining role in street law enforcement.Law enforcement by police is an excellent window for understanding grassroots law enforcement.In the Chinese context,grassroots law enforcement is often a kind of“law enforcement deeply embedded in governance”.The grassroots law enforcers are the end-enforcers of policies and laws,with a wide range of autonomous space for action and“discretion”,and follow multiple logic of action.It should be returned to the Party’s political and legal tradition.In the two-dimensional framework of the state and the ruling party,“strict law enforcement”and“party-guaranteed law enforcement”should be deeply combined to establish the political and legal standards and criteria of“good law enforcement”.
