“枫桥经验”的理论边界与概念重构——基于CiteSpace的文献计量分析

摘　　要：宽泛理解“枫桥经验”,会影响“枫桥经验”研究的严肃性,更有可能偏离其实质内涵。利用CiteSpace进行文献计量分析可知,“枫桥经验”研究自2018年开始迈入新的理论阶段,但仍然存在研究分散、主题分离、理论不深等问题。既有研究未能很好的提炼出“枫桥经验”研究的三个争议点:“枫桥经验”的定义前提是与枫桥地方的分离,核心特征是依靠群众力量,研究视角需要从管理视角拓展到自治视角。新的概念需要体现新时代的三点理论需求:在运行前提方面,“枫桥经验”必须置身于法治框架;在运行过程方面,“枫桥经验”目前需要党和政府的主导;在发展方向方面,“枫桥经验”未来需要培育公民自治力量。综合以上,“枫桥经验”应当定义为党和政府主导下,在法治框架内依靠群众力量的一系列措施的总和,其核心特征是依靠群众力量,具有化解矛盾、促进和谐、引领风尚、保障发展等功能。A broad interpretation of“Fengqiao Experience”could undermine the seriousness of its study and potentially divert it from its essence.Employing CiteSpace for bibliometric analysis reveals that since 2018,research on the“Fengqiao Experience”has entered a new theoretical phase,yet it still grapples with issues such as scattered research,thematic separation,and lack of depth in theory.While existing research has not adequately teased out three points of contention in the study of“Fengqiao Experience”:the defining premise of Fengqiao experience being its separation from the local context,its core characteristic being reliance on the power of the people,and the need for the research perspective to expand from a management-oriented lens to an autonomous one.The new concept must embody the three theoretical requirements of the new era:in terms of operational premises,“Fengqiao Experience”must operate within the framework of law;in terms of operational processes,“Fengqiao Experience”currently requires the leadership of the Party and the State;in terms of development direction,“Fengqiao Experience”will need to cultivate the power of citizen self-governance in the future.In light of this,the“Fengqiao Experience”should be defined as the aggregate of a series of measures implemented under the leadership of the Party and the State within the framework of law,relying on the power of the masses.Its core characteristic lies in its reliance on the people's power,which possesses the functions of resolving conflicts,promoting harmony,leading fashion,and safeguarding development.
