数据跨境流动视角下粤港澳大湾区健康医疗数据安全治理策略

摘　　要：从政策、需求、技术层面分析了粤港澳大湾区健康医疗数据跨境流动在其整个生命周期内各阶段的现状,以及面临的挑战,如数据隐私与保护标准难以统一、数据跨境传输监管机制存在差异等。基于生命周期理论,构建了健康医疗数据跨境流动生命周期治理框架。根据治理框架的四个阶段,提出了相应的健康医疗数据安全治理策略,以促进健康医疗数据合规流动,提升数据安全性和隐私性,提高数据利用效率,推动区域医疗及粤港澳一体化协同发展。This paper analyzes the status quo of cross-border health and medical data flow in the Guangdong-Hong Kong-Macao Greater Bay Area in all stages of its life cycle from the perspectives of policy,demand and technology,as well as the challenges faced by data privacy and protection standards are difficult to unify,and there are differences in regulatory mechanisms for cross-border data transfer.Based on this,it constructs a life cycle governance framework for cross-border flow of health and medical data based on the life cycle theory,and proposes corresponding health and medical data security governance strategies according to the four stages of the governance framework,so as to promote the compliant flow of health and medical data,ensure data security and privacy,improve data utilization efficiency,and promote the coordinated development of regional health care and the integration of Guangdong,Hong Kong and Macao.
