摘　　要：传统的地籍管理制度仅针对二维地籍进行管理,过去的二维地籍管理模式难以满足愈发精细精准的地籍管理要求,城市土地的立体化利用成为重要趋势,但土地的地表、地上、地下空间分层开发存在垂直方向上产权主体的多元化问题,因此,在土地管理层面引入三维地籍手段解决对立体化开发带来的权属空间问题具有重要作用。充分发挥不动产单元代码的作用,以三维地籍为核心,建立三维地籍管理系统,基于“一码”串联不动产全生命周期业务,实现各阶段地籍成果的共享沿用,形成自然资源立体化管理模式。Land use in the past was mainly concentrated on the surface,and the traditional cadastral management system only aimed at two-dimensional cadastral management,the past two-dimensional cadastral management model cannot meet the requirements of increasingly precise cadastral management.Three-dimensional use of urban land has become an important trend.The introduction of three-dimensional cadastral means in land management has an important role in solving the problem of ownership space caused by three-dimensional development.This paper gives full play to the role of real estate unit code,takes three-dimensional cadastral as the core,establishes a three-dimensional cadastral management system,and realizes the sharing and use of cadastral achievements at various stages based on the“one code”series of the whole life cycle business of real estate,thus forming a three-dimensional management mode of natural resources.
