摘　　要：新型电力系统作为能源转型和电力市场改革的重要载体,其高质量发展对于保障国家能源安全、推动绿色低碳转型具有深刻意义,是实现“碳达峰、碳中和”目标的重要途经。然而,随着新型电力系统的建设和运行,网络安全问题日益凸显,成为制约其高质量发展的关键因素之一。本文旨在从高质量发展的视角出发,探讨新型电力系统网络安全保障体系的构建,通过深入研究新型电力系统的特点、面临的网络安全挑战以及保障体系构建的关键要素,提出一套面向新型电力系统的网络安全保障体系建设方法,为新型电力系统的高质量发展提供有力支撑。As an important carrier of energy transformation and power market reform,the high-quality development of the new power system has profound significance for ensuring national energy security and promoting green and low-carbon transformation.It is an important way to achieve the goals of"carbon peaking and carbon neutrality".However,with the construction and operation of the new power system,network security issues have become increasingly prominent and have become one of the key factors restricting its high-quality development.The construction of a new network security guarantee system for the new power system is explored in this paper from the perspective of high-quality development.Through in-depth study of the characteristics of the new power system,the network security challenges it faces,and the key elements of building a security system,a set of methods for constructing a network security system for the new power system is proposed,which provides strong support for the high-quality development of the new power system.
