新形势下创新转型金融工具支持我国煤电绿色低碳发展的思考与建议

摘　　要：煤电绿色低碳转型发展是构建新型能源体系、加快经济社会全面绿色转型的重要内容,对我国实现碳达峰碳中和以及美丽中国建设目标意义重大。当前全球煤电发展出现分化趋势,围绕煤电转型的竞合博弈日趋激烈。我国煤电绿色低碳转型面临更复杂的形势要求,煤电既要发挥电力和热力兜底保供作用,又要面临提效、减污、降碳等多重压力。创新转型金融工具支持煤电等高碳产业转型发展在国内外成为发展共识,但仍存在转型标准尚不明确、统计核算监测基础薄弱、政策支持力度不足、转型金融与相关政策协同不够等问题。建议加快出台煤电转型金融标准体系,强化数据基础能力建设,加大转型金融支持力度,完善相关配套政策。The green and low-carbon transition of coal-fired power is an important part of planning and development a system for new energy sources and accelerating the comprehensive green transition of the economy and society.It is of great significance for China to achieve its carbon peak and carbon neutrality goals,as well as the construction of a beautiful China.Currently,the development of coal-fired power is showing a trend of divergence globally.The competition and cooperation surrounding the transition of coal-fired power is becoming increasingly intense.The green and low-carbon transition of coal-fired power in China faces more complex situation.Coal-fired power not only plays a role in ensuring the supply of electricity and heat but also faces multiple pressures such as improving efficiency,reducing pollution,and lowering carbon emissions.The innovation of transition finance tools to support high-carbon industries transition such as coalfired power has become a global consensus.But there are still problems such as unclear transition standards,weak statistical accounting and monitoring ability,insufficient policy support,and lack of coordination between transition finance and related policies.It is recommended to accelerate the introduction of transition finance standard system for coal-fired power,strengthen the statistical accounting and monitoring ability,increase the transition finance support,and improve the coordinate among relevant policies.
