明确环境热能的可再生能源属性:国际立法经验及其启示

摘　　要：环境热能是一种国际上公认的可再生能源,包括空气热能、土壤热能和水体热能,必须通过热泵设备利用。国际可再生能源署、国际能源署、欧盟的规范或立法中,已明确将环境热能纳入可再生能源的规制对象,并已逐步开展统计核算工作。我国政府层面技术标准和部分省级地方立法虽已明确将空气源热泵纳入可再生能源技术范围,但要消除多年认识不清造成的影响不易,产业界希望在《可再生能源法》中明确空气源热泵的可再生能源属性。随着我国热泵应用的快速发展,亟须归类统计热泵的可再生能源利用量(环境热能),而我国对环境热能尚没有官方的命名和分类。本文建议基于国内需求和工作基础,对标国际准则,在《可再生能源法》修改时,在可再生能源品种中增加环境热能、明确环境热能分类,推动环境热能和热泵的规模化应用和发展。Ambient Energy is an internationally recognized type of renewable energy,including aerothermal energy,geothermal energy and hydrothermal energy.International Renewable Energy Agency(IRENA),International Energy Agency(IEA),European Union,etc.have clarified that ambient energy is one of renewable energy sources in their regulations or legislations,and have gradually carried out statistical accounting work.Although Chinese central government regulations,national standards and some provincial legislations have made it clear that air-source heat pump is a renewable energy technology,it is not easy to eliminate the impact caused by years of unclear understanding,and the industry hopes to clarify the renewable energy attributes of air-source heat pumps in Renewable Energy Law.With the rapid development of heat pump application in China,it is urgent to classify and count all renewable energy utilization of heat pumps(ambient energy),and there is no official naming and classification of ambient energy in China.The revision of the Renewable Energy Law provides a good opportunity to clarify the renewable energy attributes of air-source heat pumps and incorporate ambient energy into renewable energy types.This paper suggests that,based on domestic demand and work basis,benchmarking against international standards,in the revision of the Renewable Energy Law,ambient energy should be added in renewable energy types,and the classification of ambient energy should be clarified,so as to promote the development of ambient energy and heat pumps.
