城市更新视角下的国土空间用途管制制度转型逻辑研究

摘　　要：当下城市发展迈入城市更新阶段,现行的国土空间用途管制制度面对城市更新时存在一些挑战。以此为问题导向,分析城市更新与国土空间用途管制之间的关系,剖析城市不同发展阶段用途管制制度面临的问题,基于多元化城市更新现状与利益分配方式,分别提出“有效市场”与“有为政府”有机结合的城市更新时期国土空间用途管制转型目标和方向措施,以期为城市更新时期国土空间用途管制的管制方式、制度建设等提供基础性参考。At present,urban development has entered the stage of urban renewal.This article takes the challenges faced by the current land use control system in urban renewal as the problem orientation,analyzes the relationship between urban renewal and land use control,and sorts out the problems faced by the land use control system in different stages of urban development.Based on the current situation of diversified urban renewal and interest distribution methods,it proposes the transformation objectives and direction measures of land use control in urban renewal,which is an organic combination of“effective market”and“effective government”,in order to provide basic reference for the control mode and system construction of land use control in urban renewal period.
