当前要人安保面临的挑战与风险防控之策——以日本前首相安倍晋三遇袭为例

摘　　要：要人安保对维护国家安全,社会稳定和个人安全具有重要意义。当前,要人遇袭事件频发,无疑暴露出当前要人安保工作面临诸多挑战,主要体现在情报信息收集敏锐度不够,预警与防范措施不足;活动场地风险评估不全面,整体安全意识淡化;现场管控存在明显漏洞,监测检查工作疏忽;现场防护措施及应急处置反应均显迟缓等方面。为此,安保部门应通过牢固树立安全底线思维,全面提高安全风险意识;加强情报预警机制,完善风险防范与研判;严格把控现场管理,提升应急处突与风险化解能力;加强实战训练,进一步提高安保人员的职业素养和实战技能等策略,积极探索要人安保风险防控实施路径,全面升级要人安保体系,确保每一次安保任务圆满完成。VIP security is of great significance for safeguarding national security,social stability and personal safety.At present,the frequent occurrence of VIP assassination incidents undoubtedly exposes that the current VIP security work is facing numerous challenges.These challenges are mainly reflected in the following aspects:insufficient acuity in intelligence information collection and inadequate early warning and preventive measures;incomplete risk assessment of event venues and a weakened overall sense of security;obvious loopholes in on-site control and negligence in monitoring and inspection work;and slow on-site protection measures and emergency response.To this end,the security department should adopt the following strategies:firmly establish the bottom-line thinking on safety to comprehensively enhance the awareness of security risks;strengthen the intelligence early warning mechanism and improve risk prevention and judgment;strictly control on-site management to enhance the ability to handle emergencies and defuse risks;and strengthen practical training to further improve the professional qualities and practical skills of security personnel.By actively exploring the implementation paths for risk prevention and control in VIP security,the security department can comprehensively upgrade the VIP security system to ensure the successful completion of every security mission.
