改革开放初期广东反走私措施及其成效

摘　　要：广东作为改革开放的先锋,改革开放之初在经济上取得一定成就,但随着门户打开,沉寂多年的走私活动再度泛滥,其严重性和危害性均达至空前程度。广东省委、省政府高度重视,坚决贯彻执行中央有关打击走私的方针政策,不断强化党性党风党纪教育,有效组织各地区以及相关职能部门,持续集中整治走私贩私,深入推进反走私联合行动、专项斗争和综合治理。广东逐步扭转了严峻的反走私斗争形势,恢复了正常社会秩序,取得了打击走私的巨大成就,有力保障改革开放事业的发展。改革开放初期广东反走私斗争是一段从局面失控到持续严厉打击再走向常态化治理的历史演进过程,过程背后折射出反走私斗争的艰巨性、复杂性与长期性。As a pioneer of reform and opening-up,Guangdong achieved certain economic successes at the outset.However,with the doors opening wider,smuggling activities,dormant for many years,resurged with unprecedented severity and harmfulness.The Guangdong Provincial Party Committee and Provincial Government attached great importance to the issue,resolutely implementing the central government's policies on combating smuggling.They continuously strengthened education on party spirit,conduct,and discipline,effectively organized various regions and relevant functional departments,persistently conducted centralized rectification of smuggling and illegal trading activities and deeply promoted joint anti-smuggling operations,special campaigns,and comprehensive governance.Guangdong gradually turned around the severe situation in the anti-smuggling struggle,restored normal social order,achieved tremendous accomplishments in combating smuggling,and effectively safeguarded the development of the reform and opening-up cause.The anti-smuggling struggle in Guangdong in the early stage of reform and opening-up was a historical evolution process,transitioning from a situation of losing control to continuous and severe crackdowns,and ultimately towards normalized governance.Behind this process lies the reflection of the arduousness,complexity,and long-term nature of the anti-smuggling struggle.
