摘　　要：1945-1949年间,中国共产党东北广播网的构建和演进经历了三个阶段,分别是接收日伪广播电台并恢复播音、国共内战爆发后的艰难运作、东北总台及其广播网的建立与发展。中共在广播工作中注重加强制度设计、服务党的中心工作、强调群众路线的原则。这一时期东北广播网不仅在中共信息传播与宣传工作中发挥重要作用,更具有深远的历史影响。一是以“声音”的力量,推动人民解放战争的胜利和新中国的建立;二是广播业务人员的训练与设备的改进,为开创人民广播的新格局提供有利条件;三是自上而下的一元化领导架构正式确立,为中国特色广播管理体制的形成奠定坚实基础。From 1945 to 1949,the Party’s broadcasting network in Northeast China went through three phases in its development,namely,taking over the broadcasting station from the puppet government of the Japanese invad⁃ers and resuming the broadcasting;operating in spite of difficulties after the outbreak of the civil war between the CPC and Kuomintang of China(KMT);and establishing and developing the Northeast General Broadcasting Sta⁃tion and its broadcasting network.In building its broadcasting network,the CPC attached great importance to its in⁃stitutional design,serving the Party’s central work and pursuing the principle of the mass line.During the period,the broadcasting network in Northeast China not only played an important role in the Party’s communication and publicity work,but also made profound historical impact.Firstly,with the power of“voice”,it promoted the victory of the People’s War of Liberation and the founding of the People’s Republic of China.Secondly,it trained a team of broadcasting professionals and improved the equipment which provided favorable conditions for creating a new pattern of people’s broadcasting.Thirdly,it established a top-down unitary leadership structure,which laid a solid groundwork for the shaping of a broadcasting management system with Chinese characteristics.
