“营商环境成熟度”评价体系下京津冀区域提升国际物流保障力的途径研究

摘　　要：在世界银行“营商环境成熟度”(B-Ready)新评价体系下,京津冀区域国际物流保障能力的提升面临新挑战。本文通过对比分析世行新旧评价体系中“跨境贸易”与“国际贸易”指标差异,揭示B-Ready体系对法规质量、公共服务和运营效率的系统性要求,并基于新自由主义发展经济学理论阐释其与国际物流保障能力的作用机理。研究发现,京津冀区域存在法规政策协调不足、通关效率偏低、数字化滞后及基础设施短板等问题,制约国际物流效能。对此提出四维优化路径:构建统一法规框架与动态调整机制;推进通关智能化与多式联运体系改革;加速物流企业数字化转型与数据平台建设;强化基础设施协同与枢纽功能升级,以提升区域国际物流韧性,支撑产业链安全与外贸高质量发展。Under the World Bank’s B-Ready evaluation framework,the enhance⁃ment of international logistics support capabilities in the Beijing-Tianjin-Hebei region faces emerging challenges.This study compares the differences between the"cross-bor⁃der trade"and"international trade"indicators in the World Bank’s previous Doing Business and current B-Ready systems,revealing B-Ready’s systematic requirements for regulatory quality,public services,and operational efficiency.Drawing on neoliberal development economics theory,the paper explains the mechanism through which these factors interact with international logistics capabilities.The findings identify critical con⁃straints in the Beijing-Tianjin-Hebei region,including insufficient regulatory coordina⁃tion,suboptimal customs clearance efficiency,lagging digitalization,and infrastructure deficiencies,which collectively hinder international logistics performance.To address these challenges,the study proposes a four-dimensional optimization strategy:establish⁃ing a unified regulatory framework with dynamic adjustment mechanisms;advancing in⁃telligent customs clearance and reforming multimodal transport systems;accelerating the digital transformation of logistics enterprises and data platform development;and strengthening infrastructure synergy and upgrading hub functionalities.These pathways aim to enhance the resilience of regional international logistics,thereby supporting in⁃dustrial chain security and high-quality development of foreign trade.
