摘　　要：学科建设承担着知识传承、知识发现和知识创新的重要使命。精准的学科定位是学科建设的前提和基础。应急管理学作为正在成长的新学科,其学科定位、属性和研究范畴等基本问题还存在较多争论。以灾害和突发事件为逻辑起点,按照“突发事件(灾害)-应急活动-管理性活动-应急管理学科”这一逻辑理路,应急管理学科应在定位上回归公共管理学科,在属性上保持公共性。其中,重点关注应急管理制度、应急管理政策、应急管理组织和应急管理行为是在多学科背景中找准应急管理学定位的关键。未来,应急管理学应与安全学、灾害学等学科群策群力,共同推进我国应急管理实践高质量发展,为中国特色应急管理事业发展提供理论支撑。Disciplinal construction undertakes the significant mission of knowledge transmission,discovery and innovation.Accurate discipline orientation is the premise and foundation of disciplinal construction.Emergency management as a new discipline,its discipline orientation,attributes and research field are still more controversial.This article takes disasters and emergencies as the logical starting point,and according to the logic of"emergencies(disasters)-emergency response activities-management activities-emergency management discipline".The emergency management discipline should return to the public management discipline and maintain the public attributes.It concludes that focusing on emergency management system,emergency management policy,emergency management organization and emergency management behavior is the key to identify the orientation of emergency management in the multidisciplinary context.In the future,the synergistic development of emergency management with safety,disaster and other disciplines is an important path to promote the high-quality development of emergency management practice,as well as an important support for the development of emergency management with Chinese characteristics.
