中医药推动构建人类卫生健康共同体的三维探析

摘　　要：人类卫生健康共同体是为应对全球性公共卫生安全事件带来的威胁而提出的重要倡议。中医药包含着中华民族数千年健康养生理念和具体实践经验,为中华民族繁衍生息和文化传承发展贡献了力量,也为人类卫生健康事业开出了中国“处方”,是构建人类卫生健康共同体的一剂良药。从逻辑机理来看,中医药“简廉便验、和合共生、天人相应”的特色文化理念为构建人类卫生健康共同体提供了重要思想资源;据历史进程探之,由从最初的传染病防治到新中国成立后的卫生运动再到改革开放以来的全球性公共卫生安全防治,中医药在构建卫生健康共同体方面历经初步尝试、再次检验、国际尝试的几次演进;就经验启示而言,中医药应坚持以人民生命至上为价值旨归、以各国多边合作形成合力力量、以和谐共生为整体目标,为构建人类卫生健康共同体引航、蓄力、赋能。The concept of a Global Health Community is an important initiative proposed in response to the threats posed by global public health security incidents.Chinese medicine,embodying the health preservation concepts and practical experiences of the Chinese nation accumulated over thousands of years,has contributed to the reproduction and cultural inheritance of the Chinese nation.It also provides a Chinese"prescription"for the cause of human health and serves as a panacea for building a Global Health Community.From a logical perspective,the unique cultural concepts of Chinese medicine,such as"simplicity,affordability,convenience,effectiveness,harmony,symbiosis,and correspondence between man and nature,"provide important ideological resources for constructing a Global Health Community.Historically,from initial infectious disease prevention and control to health campaigns after the founding of the People's Republic of China,and to global public health security prevention and control since the reform and opening-up,Chinese medicine has undergone several evolutionary stages in building a health community,including preliminary attempts,re-examination,and international exploration.In terms of experiences and enlightenment,Chinese medicine should adhere to the value of prioritizing people's lives,form a concerted effort through multilateral cooperation among countries,and aim for harmonious coexistence as an overall goal.This will guide,accumulate strength,and empower the construction of a Global Health Community.
