摘　　要：公交路权优先是公交优先战略的重要组成部分,也是提升公交竞争力的关键所在。二十多年的公交专用道发展尽管取得了很大成绩,但依然存在公交优先道不能成网、运行效率提升有限和竞争力不足的问题,而近几年更是陷入了发展困境。本文在深度剖析发展困境及成因的基础上,明确了新时代背景下公交路权优先转型的思路,即坚持公交优先,注重不同出行方式的品质和协调发展,朝着自适应韧性交通的方向将路权矛盾由对立竞争向协作共赢转型、由政策强制向情感认同转型、由局部专用向全面优先转型;提出了以公交优先道为主、公交专用道为辅的实践形式,并给出了定好规则、做好设计、铺好宣传和用好监管的具体实施路径。Bus right-of-way priority is an important part of the bus priority strategy,and it is also the key to enhance the competitiveness of public transport.Although great achievements have been made in the development of bus lanes for more than 20 years,there are still problems such as the failure of bus priority lanes to form a network,limited improvement in operation efficiency and lack of competitiveness,and in recent years,it has fallen into a development dilemma.On the basis of in-depth analysis of the development dilemma and its causes,this paper clarifies the idea of the priority transformation of public transport right-of-way in the context of the new era,that is,insisting on the priority of public transport,paying attention to the quality and coordinated development of different travel modes,and transforming the right-of-way contradiction from antagonistic competition to collaborative and win-win cooperation,from policy compulsion to emotional identity,and from local dedication to comprehensive priority in the direction of adaptive and resilient transportation.This paper proposes a practical form based on bus priority lanes and supplemented by bus lanes,and gives a specific implementation path for setting rules,doing a good job in design,paving publicity and making good use of supervision.
