摘 要:作为典型的复杂巨系统,联合作战体系的复杂性特征决定了传统线性、单一的能力评估方法不再适用,亟需评估方法创新。基于作战实验进行联合作战体系能力评估已达成广泛共识。聚焦评估对象的复杂性特征以及评估内容的多样性要求,充分发挥兵棋推演和体系仿真的各自优势,在作战实验“设计-实施-分析”的基本框架下,依托“全局”“局部”以及“切片式”3类作战场景集的构设,探索提出联合作战体系能力多维度评估方法。As a typical complex system,the complexity of the joint operation system of systems(JOSoS)determines that traditional linear and single capability assessment methods are no longer applicable,and innovative assessment methods are urgently needed.Conducting joint operational system capability assessment based on operational experiment has gained widespread consensus.The complexity characteristics of the assessment objects and the diversity of assessment content are focused on,the respective advantages of war gaming and system simulation are given full play,and based on the basic framework of“design-implementation-analysis”of operational experiment,the multidimensional assessment method for the capability of joint operational systems is explored by constructing three types of operational scenario sets:“global”,“local”,and“sliced”.
